weird local problem: Shift-L not working



Hi,

i run the blackbox desktop (and still learning how to manage it :)
and wanted to change the locale to dutch and add support for the
euro.
I did this by editing the /etc/inputrc file so these changes would
be system wide ( i followed the belgian-howto)

changes made the inputrc file:
set input-meta on
set output-meta on

LC_TYPE=iso-8859-15
SYSFONT=lat0-16.psf
SYSTERM=linux

LANG=nl
LANGUAGE=nl_BE
end of changes

Indeed, AltGr-C (right alt) gives me the euro sign and most
other keys seem to work.
However, weird thing is that i cannot do a Shift L to get
an uppercase l. AS you can see, in Evolution it works but not
in xterm or a bash shell.
Why is that?

Where can i find more indepth information for setting languages,
keyboard and other stuff related to locales in console mode
and X?
