my ideas:
1) copy one of the existing /dev/ttyS0,2,3 to ttyS1 ?
2) read the MAKEDEV man page ?  (safest option on list)
3) wing it and just cd to /dev/ and mknod ttyS1 c 4 65 ; then set permissions ?
Use at your own risk !  I have never tried it!
