it does, if you put the following line in lilo.conf:

 install=/boot/boot-bmp.b

then, specify your splash screen's parameters like this:

 bitmap=/boot/mydebiansplashscreen.bmp
 bmp-table=50p,80p,1,10
 bmp-colors=0,,11,1,,0
 bmp-timer=130p,400p,11,,0
