does it recognize other PCI devices? such as a soundcard or
videocard or SCSI controller in those slots? if not then the board
should be replaced..
if the chassis is standard you may be able to find a replacement
board but I would be worried that there may be further damage to the
cpu/memory/disks/etc. ...
get a UPS while your at it..Cyberpower UPSs are good cheap ones,
I have about a dozen of them ranging from 320VA to 1500VA
