What do you want to license with the GPL? There are decoders under
the GPL yet. The main thing, i.e. How mp3 is 'constructed' is owned
by Fraunhofer and I don't think you could put that just so under
any license when you're not Fraunhofer. BTW I wouldn't lean to
much on the Fact that a patent that's haven't been notified in the
US the will simply not accept. Think about it, why hasn't anyone
inside America just claimed the Patent is his as long America is
concerned?
