FTP through ipmasq

Is there any way I can make it so FTP doesn't have to be passive mode
going outbound, and allow people from the outside to be able to FTP
inbound from the outside world?  The firewall in question is a Debian
Sid running a 2.4.18 kernel.  The modules for connection tracking and
ftp connection tracking are inserted, though this doesn't seem to
affect anything.
