which reports that a backend is in development for that scanner, and
suggests a visit to

http://hp4200-backend.sourceforge.net/

which reports the existence of the backend in alpha release.

It's a "backend" to SANE, so I would suggest installing xsane ('apt-get
install xsane') - assuming you're using X Windows - and the backend,
plugging in the scanner and seeing what happens!  If nothing happens, it
may be that your kernel needs to be reconfigured for USB and USB scanner
support.
