Two possibilities:

1) As already mentioned, the media you're using may not work at 40x, or
at least the "back-end" software used by gtoaster thinks it doesn't.

2) The "back-end" software thinks your drive isn't capable of 40x. This
page, http://cdrdao.sourceforge.net/drives.html, lists your Plextor
drive though. I don't see your drive listed at cdrecord's website.
