Not quite :) see apt-get dselect-upgrade

As i said in the release notes, dselect makes more sensible decisions
about packages compared to apt-get dist-upgrade which might have
terrible terrible consequences in some situations.

Of course if you know what you are doing you can do whatever you want :)
