upgrade failure to woody: Internal Error

I am trying to upgrade from potato to woody from a CDROM set, but
neither apt-get nor dselect can handle it.  Both fail with the simple
message:

  E: Internal Error, Could not perform immediate configuration

I also tried first upgrading dpkg and apt, but they bring in a long
list of depends and fail with the message:

  E: Internal Error, Couldn't configure a pre-depend

Does anybody know how to get around this problem?
