I think so... but can't prove it with a reference right now. Anytime you change something in /etc/network/interfaces file you have to read it in again to take affect...hence restarting networking. That is the way I read the tea-leaves, but I will willingly accept correction.
I believe you are correct on the /etc/resolv.conf... once you make the change there is no need to restart networking...
