serial port reset

My modem occasionally doesn't hang up right, requiring
a re-boot to clear it up.  Digging trough info on stty
and setserial, I see no command that will let me cause
the kind of reset command that a reboot does.  Is
there some way to do this?  Perhaps with a small C
program using ioctl or something?  

If I could do this, then when the modem gets stuck, I
could clear it without a re-boot.
