Try just untaring it, some browsers will mistakenly treat the gzipping 
as transfer encoding and gunzip the download without telling you.  You 
could have also just apt-get installed gnome2-user-guide, but since you 
already downloaded I'd just try the assume it is really 
gnome2.0-users-guide.tar approach.
