When it is moved into the "standard" category, and published in STD1
(the current version of "Internet Official Protocol Standards",
currently RFC2900). Each RFC gives its category in the first couple of
lines.

RFC2015 is merely "Category: Proposed Standard"; that said, there are
actually rather few full standards among the RFCs, and proposed-standard
status makes it a considerably better candidate to choose when
considering interoperability than all the draft-standard, informational,
experimental, historic, etc. documents in the list.
