How to remove a package MANUALY?

Well, I did it: 
I can neither install a certain package; nor remove it :-(. 
I have tried all ways that I know; including to reinstall it.

I guess that dpkg crashes while executing "prerm".

Question:
- May I know how to delete a package manually?
- Is it OK to delete things in  /var/lib/dpkg/info
- If it is OK, what else should I delete?
