Yes, it does.  XDM isn't like getty, or login.  XDM stands for:
X Display Manager.

VT's 1-6, on most Linux distributions, running under getty/login
control.

So, in short, YES, xdm isn't on tty2-6.  I don't kow why you thought
it was.
