Have you tried other keyservers?  This is from my options file:

vineet@gobo ~ % grep keyserver .gnupg/options
# for sercain operations. Is you set this option to a keyserver
# Use "host -l pgp.net | grep www" to figure out a keyserver.
#keyserver wwwkeys.mit.edu
#keyserver wwwkeys.pgp.net
keyserver wwwkeys.us.pgp.net
#keyserver search.keyserver.net
keyserver-options auto-key-retrieve

I've been using that one that's uncommented for a long time without any
problems now.  You should try a few different servers to see if the
problem is only with the keyserver.net one.
