I suffered from this too. There is more information on this bug at

although this is an extract which gives you the information that you
require.

"I had to make /var/lock/mailman g+rw and make it list.list and then add
www-data to the list group. As the cgis run as user www-data and create
lock files here and the mailman cronjobs run as list and create
lockfiles here too."
