depends/provides question

I have python2.1-mysqldb installed but not python-mysqldb. Shouldn't
each provide the other? Aren't they really (at the present time) the
same package?

Trying to install a package that depends on python-mysqldb why does
apt-get want to install what is effectively already there? Should
this package (sql-editor) depend on python2.1-mysqldb instead of
python-mysqldb?
