There's some information there on how to bind special keys in X. This
might help, although I've never messed with the windows key.
If X is recognizing the windows key as "Super_L", shouldn't E16 also
recognize it as a valid modifier? Any thoughts from other developers?

You need to edit keybindings.cfg. The best way to do this is copy
/usr/share/enlightenment/config/keybindings.cfg to ~/.enlightenment and
edit the local copy. Instead of binding the settings menu to button 3,
you can bind it to the debian menu, but I would bind the settings menu
to some other button so you can still access your settings options. The
format of keybindings.cfg is fairly straight forward, you should be able
to get it working with no problem.
