I can't say what the original poster meant by it, but it may be
something like this: GRUB is aware of filesystems, and you can use it to
search through the filesystem for the kernel you want to boot. Lilo, on
the other hand, doesn't know anything about filesystems; it just points
to the sector of the disk where the kernel is.

I suppose if you had a linux kernel installed on a filesystem that GRUB
couldn't recognize, you wouldn't be able to boot.
