telnet-ssl newbie question



I hosed a server Friday, and I'm taking the opportunity to
install a brave new copy of Woody. Part of this is installing
telnetd-ssl. The behavior is slightly different from what I remember
seeing with ordinary telnet, and I am wondering if this is due to bad
installation or if this is the way it is supposed to work, and if so,
why?

The host having the new telnetd-ssl is cmn.lan.gnu (on a private lan).
The private lan connects to the internet using diald, ppp, and ipmasq.
On another machine on the lan, I type:
telnet cmn
There is not an immediate response on the screen, but diald starts
bringing up the internet connection. Only after the ppp connection is
up does the password prompt appear. Why does telnet ssl need a
connection to the internet?

Also, I used to get a username prompt form old telnet. Now only
password prompt. This, to my mind, might very well be normal. Is it?
