That should work, if you "apt-get install telnetd". But it isn't a good
idea, because telnet is not safe, even your passwort is transfered as
plaintext.

If any other is conected to your network conection, too, I suggest you
use the secure shell (ssh). Just install the ssh package, but you need
to install an ssh client on your windows machine.

putty is a nice ssh client for windows, which you can download from
http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html
