Try PuTTY, at <http://www.chiark.greenend.org.uk/~sgtatham/putty/>. The
Debian machine will need to be running an ssh server.

No specialized tools are necessary for Debian as opposed to any other
Unix or Unix workalike (although I've never heard of Kea). However, it
entirely depends on what server programs are running on the Debian
machine. Plain telnet is insecure, so it is not installed by default; if
you want it you'll have to install the telnetd package, or, preferably,
telnetd-ssl.
