Testing has broken xconfig and menuconfig

Since doing a large update from testing, I find I can no longer get
"make xconfig" or "make menuconfig" to work when compiling the kernel
(2.4.18 and 2.4.19). This is on my laptop; it still works on my desktop.

With "make menuconfig" it runs through the process but no menu appears.
With "make xconfig" it fails with a message about not having permission
to run scripts/tkparse. This happens even if I do it as root.

It all used to work before the upgrade, so something has been broken,
but what?

Is there any way to get back to stable at this stage?
