I second your observations Ben.  From a scan of Bugzilla it appears that a critical bug has crept into  mozilla 1.0.0 (woody) and subsequent releases.  Blackdown Java j2sdk1.3.1-1 also reproduces the problem.  Others on bugzilla also have reported problems with JRE 1.4 http://bugzilla.mozilla.org/show_bug.cgi?id=144079
