Ok, for whatever reason, as is stated when upgrading this package (dhcpcd) or
running dpkg-reconfigure on it, having dhcpcd run on boot no longer works
through the config file but rather through /etc/network/interfaces.
What the instructions left out is the fact that just using an "iface" line in
/etc/network/interfaces will not automatically bring up your internet
connections on boot; for that you need an "auto" line. This can be accomplished
by a combined auto line:

auto lo eth0
followed by the appropriate iface lines (the loopback one is probably already
included in your /etc/network/interfaces but others you need you must add).
Using the above procedure does cause my cable modem to work from boot on.
