This is what I've learned (corrections welcome): GNOME2 no longer uses
gnomecc (the gnome-control-center). The new Sawfish is designed for
GNOME2. That's probably why Sawfish doesn't appear in the
control-center.

Your options, as I see them, are:

a) to start sawfish "manually" (from a command line)

or

b) upgrade to GNOME2
