ipsec installed?

After recompiling kernel 2.4.18 with FreeSwan on one computer, everything went perfect as concerns ipsec - i.e., it's up and operating. However, on another computer I have compiled in the same manner, twice now, but ipsec doesn't seem to be installed. At the same time, I see the information provided below from dmesg. So, it would seem Freeswan and ipsec are installed. Any ipsec command or even an attempt to look at a man page merely produces an error.

ipsec
command not found

man ipsec
No manual entry for ipsec

klips_info:ipsec_init: KLIPS startup, FreeS/WAN IPSec version: 1.96
klips_info:ipsec_ext_init: KLIPS ext v=0.7.2-1 (EALG_MAX=255, AALG_MAX=15)
klips_info:ipsec_ext_init: calling ipsec_ext_static_init()

Any tips?

Curtis
