OK,  Not bad.  You need to install many basic packages before getting
debconf running.

# cd /var/cache/apt/archives
# dpkg -i libc<TAB><RET>
# dpkg -i perl*<RET>
# dpkg -i apt*<RET>
# dpkg -i debconf*<RET>
# apt-get -f upgrade
