See the ld.so(8) man page. The linker looks in /etc/ld.so.cache (which
is built from the directories listed in /etc/ld.so.conf by ldconfig),
then /usr/lib, then /lib.

The place to start is the debian-policy package, which also contains a
copy of the Filesystem Hierarchy Standard.
