The command-line option -h to lpr is supposed to turn off printing of
the banner page. I'm sure you knew this.
But in the configuration file for lprng (etc/lprng/lpd.conf) there is
an option which can be set which makes lpr ignore the -h option and
always print a banner page. The default, I think, is for this flag to
be off, but perhaps it has somehow been set to ON on your system?
