Install WinME on the hard disk where you want to install it. Do this first to
save yourself later troubles.

then install Debian on the hard disk where you want to install it.

A default Debian install would install the bootloader LILO in the master
boot record of the first hard drive (don't place it anywhere else). when you
finish the install edit /etc/lilo.conf as root to include booting the
partition/hard drive containing Windows ME. After editing (it's kinda easy),
run lilo to load the new images to the MBR.
