If you want to use your shell, that's quiet easy.
In bash and (in zsh it should work similarly) you may append (with a
question mark) the mail notification message to the $MAILPATH
setting. But this message could be perfectly a sound playing command
or a text reading one.
If festival is on your system you could put the following in ~./bash_profile
export MAILPATH='~/var/spool/mail/YOU?`festival --tts ~/festmail.txt`'
So festival will read the text of ~/festmail.txt to you instead of
displaying "You have new mail".
