You are OK. Here is result from my box(testing/unstable, read "man apt_preferences"
to set up properly. My web page has more info.)

$ apt-cache policy pine pico smbpasswd
pine:
  Installed: (none)
  Candidate: (none)
  Version Table:
W: Unable to locate package pico
W: Unable to locate package smbpasswd

I remember pine is only available as source due to licensing issue and
removed from binary distribution. If I were desparate, I might download
source package and compile. (Which I believe comes with pico.)

But, I will recommend you to move to "mutt" if you used "pine" or
"elm". As for "pico", install "nano".

As for "smbpasswd",

$ dpkg -S smbpasswd
...
samba-common: /usr/bin/smbpasswd

So it is now in samba-common.
