You need to patch the kernel.  There is no pre-built FreeS/WAN enabled
kernel.

I recommend using the freeswan stuff from www.freeswan.org instead of
the stuff packaged with Debian.  Read their documentation for info on
patching the kernel.  However, if you do decide to use Debian's freeswan
packages, they install kernel patches in /usr/src/kernel-patches/
