I don't think there is a way of getting to the changelog *before*
downloading the deb. But once downloaded I can think of a couple of ways
of seeing it (both of which have been posted to the list, so I won't
bother...)
PS: This has been mentioned before (or perhaps it was on debian-devel?).
Have a search in the archives. I don't think it got a proper
resolution.
