This is a really 'not so great' idea. If I have high speed internet, I can
always just DL overnight instead of 10 min! :) It will not save bandwidth.

That's against policy - no discrimination.

That's why there is bugs.debian.org - if you have a patch or something
or find some sort of error, just submit a bug. This is important when
running testing and unstable. Many things in development are not
necessarly "fun" :)
