Yes, that's what the boot-floppies people mean by flavours.

The different CD images contain Debian's several thousand packages. Some
of them may be source packages.

Potato had three binary CDs and three source CDs for just one
architecture, so if woody had four binary and four source for i386 alone
I wouldn't be too surprised.

Woody will contain 2.4 kernel-image packages, of course. I've heard
rumours that there may be an optional 2.4 flavour, but I don't know for
sure.

All this is i386 only - some other architectures use 2.4 by default,
depending on its stability for them.
