install the reportbug package, copy /etc/reportbug.conf to
~/.reportbugrc, configure it by hand via this rc file, and then
`reportbug`. quite simple actually.

however, before you report a bug, please make sure that the problem
isn't already known and that it hasn't been fixed in unstable. moreover,
reportbug will list the existing bugs against a package, and you should
take care to parse them and try to relate your bug to each of these.
