That is where ifup/ifdown stores the current state of the interfaces.

I think it is, since sometimes it gets confused.  Take, for example,
the setup posted on the list a while back.  There's a script that
checks for the presence of a phyiscal link and only attempts to bring
up the (dhcp) interface if a link exists.  If a link does not exist,
this works until you plug in the link and try 'ifup'.  The ifstate
file has incorrect data in it.
