I'm not aware of any linux player that can play .dat directly. But if
you have HD space to spare, there's a package called vcdimager
(unstable) that will do for .dat 's what cdparanoia does for audio
tracks. You then use smpeg to play the resulting mpeg1 stream.
OTOH, this won't solve your problem if you're playing a "bad" VCD. If
all you want to do is to skip a VCD's bad parts (scratched, badly
pressed or corny) the best player for the job is probably xine
(unstable). If xine quits before the slider button reaches all the way
to the right, simply click at the slider to the right of where the
playback aborted. Analog guesstimate required: xine doesn't support
numeric skipping or seeking.
