Sorry if you're an old hand and I'm way off base with this  
question, but you're sure you checked the PPP option *in the 
ISDN section* of the kernel configuration? That's 
CONFIG_ISDN_PPP and friends in the .config file as opposed to 
CONFIG_PPP.
