libgtk1.2-dev on an unstable system.

That's *not* the only way.  You can also go to
http://www.debian.org/distrib/packages
Scroll to where it says "Search the Contents of the Latest Release", and
type in the name of the file you are looking for.  Nice and easy.  Using
that page I found that gtk-config is supplied by both libgtk-dev and/or
libgtk1.2-dev on a potato system.
