Have a look in your ~/.gnome directory and see if you can find any configuration files for the panel which have /usr/bin/ in them, this might be your problem. You could probably start by doing an rgrep for /usr/bin/ in ~/.gnome and see what you come up with (I have no idea what file I changed, so I can't tell you exactly where to look). This solved my problem, may solve yours too.
