You can add these commands to a script under /etc/ppp/ip-up.d, where
they will be run each time you connect to your ISP.

You may also what to run a cron job to run fetchmail every few minutes
while you're online.

A good reference on Unix/Linux system administration would also be
helpful.  I recommend the books by Nemeth, Frisch, and Carling.
