GNU build system: Where are acmkdir, mktxtc?



As far as I know, acmkdir and mktxtc are part of the GNU build system 
(autoconf, automake and friends).
But where are they?

[13:03:33 /tmp]$ locate mktxtc
[13:22:13 /tmp]$ apropos mktxtc
mktxtc: nothing appropriate.
[13:22:21 /tmp]$ man -k acmkdir
acmkdir: nothing appropriate.
[13:22:36 /tmp]$ automake --version
automake (GNU automake) 1.4
