Define "manually".
You can run any of:
$ apt-get install glibc
...where various options may force the upgrade
Download the Debian package itself and run:
$ dpkg -i
...or unpackage the archive and manually install it outside the
packaging system.
...or find a tarball of glibc sources and build and install it from
scratch.
There are other options, including getting a source debian package or an
RPM.
