Hmm, Netscape should run for normal users.
You have to put normal user into the group for pppd.
I don't know which group it is, but I suppose it is dip.
Do: adduser nameofuser dip
Maybe it is group dialout, see to what group belongs the pppd with
ls -l /usr/sbin/ppp*
