This command also works
mkfs -t msdos -F 32 /dev/xdxx
were the first x is scsi (s) or ide (h) and the second is the device order ... 1st ide master, then slave, then 2nd ide master... then slave (a,b,c,d)... or scsi ID order, and then the partition number.
